Richard Kahn
Board Chairperson
Richard Kahn, currently President of National Affordable Housing Advisors, is a former affordable housing developer, former board member of Jewish Community Action, and a founding member of the HPP Board of Directors. He now works on acquisition and financing of existing affordable rental housing on behalf of non-profits.
Beth Kodluboy
Board Vice Chairperson
Beth Kodluboy is Executive Director of HOME Line, a nonprofit organization providing free legal, organizing, educational and advocacy services to enable tenants throughout Minnesota to solve their own rental housing problems. HOME Line has been an active partner with HPP, for years, in empowerment tenants in federally subsidized buildings to stop conversions to market rate rents.
David Anderson

Dave Anderson is Executive Director of All Parks
Alliance for Change (APAC), a state-wide advocacy group for residents of
Minnesota's manufactured home parks. APAC and HPP have worked closely together
to develop strategies to keep parks open in recognition of their value as an
affordable housing resource.
Carl M. Warren
Board Treasurer
Professor Carl
Warren is a Professor of Clinical Instruction at the University
of Minnesota Law School and a former trial attorney in the office of the
Minnesota Attorney General for the utilities division and the Minnesota
Department of Human Rights. Professor Warren has substantial expertise in civil
rights law.
Michael Bodaken
Board Member
Michael Bodaken is President of
the National Housing Trust, the only national nonprofit organization engaged in
housing preservation through a combination of real estate development, lending,
and public policy endeavors. Among other activities, Mr. Bodaken leads the National Preservation
Working Group, a coalition of groups (including HPP) advocating for stronger
preservation policies on the federal level.
Richard Brustad
Board Member
Richard Brustad is the Lead Executive at Community Housing Development Corporation (CHDC), a non-profit corporation specializing in assistance to resident communities; and affordable housing preservation. Mr. Brustad has served at the HUD Regional Office in Chicago, Executive Director of the Minneapolis HRA, and Chair of The Minneapolis Public Housing Authority.
James Dorsey
Board Member
James Dorsey practices in the area of commercial litigation with the Fredrikson and Byron law firm in Minneapolis. He has always maintained an active pro bono practice, including representing the NAACP in a landmark public housing desegregation class action settlement, and is a co-founder and former officer of Minnesota Advocates for Human Rights.
Warren Hanson
Board Member
Warren Hanson is President of the Greater Minnesota
Housing Fund (GMHF), an intermediary funding organization providing financial
and technical assistance to promote affordable housing in Greater Minnesota
communities. Mr. Hanson is a founding board member of HPP and GMHF is one of
HPP's founding organizations.
Bob Odman
Board Member
During his 33 years with Minnesota Housing Finance Agency, Bob Odman was involved in the development and preservation of federally assisted affordable housing by working with a broad cross section of for profit, non profit, and public developers and owners of affordable housing. He worked on many local, state, and national work groups and task forces to preserve affordable rental housing and reduce homelessness. Now in retirement, Mr. Odman continues his involvement in the affordable housing advocacy community through a variety of roles.
john a. powell
Board Member
Professor john powell is a lawyer, academic, and activist who, among other things, founded the Institute on Race and Poverty at the University of Minnesota Law School and now serves as the Executive Director of the Kirwan Institute for the Study of Race and Ethnicity in Columbus, Ohio. Professor powell has written extensively on the role housing can play in expanding access to opportunity for communities of color.
